Allan,
Thanks for posting the picture!
The fish is good and sharp and I like the way it is diagonal in the photo.
What I don't like is the out-of-focus foreground object (the algae) to the lower left of the fish. An out-of-focus background is good, but out of focus foreground can be very distracting.
Where did you get this shot?
Cheers
James
As marty snyderman suggests - the difference between a snapshot and a photograph is the use of negative space. That is, the space that doesn't include the subject. While your subject is perfectly exposed, and nicely saturated with color, the negative space is not interesting. You have included the entire fish from head to tail, so you have a nice fish ID shot. For artistic value, try to replicate this photo in front of an elephant ear sponge, or even the face of a diver. Or, zoom in so only the head of the fish occupys the frame.
Hope that helps.

Allan,
Great photo, nice crisp focus, good lighting. I disagree with James on the foreground, i think that it frames the subject without drawing the viewer's eye away with unwanted detail. Only thing I might have wanted to see different was a little less exposed background, trying for a deeper color.
