If the two commands are "uncoupled" then the Exposure comp will have NO effect on the flash.
All that the exposure comp will do is tell your camera to adjust the fstop or shutterspeed up or down.
For example, if you are shooting in aperture priority with an exposure compensation of +1.0 this is what happens. You press the button, the camera meters the available light and selects a shutterspeed. With the +1.o dialed in, it will choose the next slowest shutterspeed to give you an extra stop of light. For example if you meter 1/125th it will pick 1/60th.
Changing the shutterspeed will have absolutely no effect on the flash photo though.
If you are shooting in shutter priority or program mode, then the camera may also adjust the f-stop. This can have an effect on the flash photo. If you are shooting your flash in TTL, the flash will fire longer with a higher f-stop and shorter with a lower f-stop.
That's why you use the Flash +/- You don't want to change the available light part of the photo - you want nice blue water, etc. What you use the Flash +/- is to fill in the foreground colors. If it looks like the TTL is consistently blowing out the foreground, then either move your strobes back, or adjust in some negative Flash +/-.
