I'm thinking that this sea star is a Linkia spp, but that feeling is based on the morphology and a gut feeling. It is a reasonably large star (witness the Tubeastrea clump and Coral Hawkfish hanger's on.

Hi Craig -- Well, you got the right family. It's Phataria unifascialis. The color is variable but enough animals have blue on the upper surface that the common name is the blue sea star. It can be found from the Gulf of California down to Peru and out to the Galapagos.
