Ike D200 housing & Ike strobes, camera won't fire!!!

I swear I've read about this problem, but can't find it. New D200 housing. Two new DS51 strobes. Ike dual sync cord. Can't get the camera to fire. r21 error message on LCD. Tried strobes manual and TTL and camera won't fire. Turn strobes off and camera will fire.
Any ideas?
Update:
Hooked up two newly updated DS125's and it fired, no problem and yes I flipped the internal strobe toggle.
Update II:
Nevermind, got it working. I had a deja vu moment. Harkened back 6 years ago when I used an Ikelite housing before. The inadvertant control pushing down a button. Duh.....

make sure redeye correction is not on the flash mode, and i think ur ds125's (or one) is not FULLY ttl compatible since they fired.
My buddy & I are having similar problems, He shoots d200 with ikeelite ds125, I shoot d200 with dual inon z240, tried in & out of camera. nothing touching does not flash. I am using a heinrich converter, friend uses all ikelite.
help.......

One thing to look at is the battery power on the strobes. If the symptom is as in the original post (camera will not fire, but with strobes off it fires), then it could be a low battery. With my D70 if either of the strobes has a low battery (even if the aiming light is still on) then the camera will not fire.
Otherwise be sure no buttons are being pushed. Make sure the hotshoe is pushed in all the way.
Try it with and without the strobes connected.
When I read of problems like this it reminds me of 2001 in Papua New Guinea. I had my FIRST digital Nikon Coolpix 990 in an Ikelite housing. "Old school" quasi-TTL and simply having one little control button pressing in on ANY camera button will lock you out!
This is common on ANY digicam and should be taught as trouble shooting 101.....They are computers with lenses........Press a button and it is WAITING for YOU (that would be the user) to tell it what to do.
Red Eye reduction setting on Nikon dSLR cameras is notorious for TTL problems, too. So double check your menus if you were shooting surface shooting....

It seems the Ikelite / nikon hotshoes are touchy so maybe check that it is not offecter or not seated perfect.
As to the post above when my d70 battery gets low it gives and e4 error. It seems that it isn't strong enough to control ttl and write to the buffer.

One thing that has happened to me a couple times with my D200 and Ike-125s (using Y-cable) is a break in the cable at the bulkhead connector to the housing. Over time, one of the wires would lose connection. If this is the case, Ike cannot repair it cost effectively, so you have to buy a new one.

that happened to my friend, his d200 wouldn't fire with his ike strobes, it turned out he had the red-eye reduction turned on accidently...
