This is the part I dont understand. Can you insure the camera if you are not insuring the device that will keep it dry (the housing)?
DEPP has two different insurance options. 1) Theft/Loss, 2) flood. Primarily you insure every item for 1), but you may also include 2) for selected items. It makes no difference what items. Yes, you can insure camera for flood+theft, but only insure the housing for theft.

DEPP will insure your setup however you like as far as I understand. I have been using them for years. I believe if memory serves me right, you must sign up and insure a set of dive gear with them and then anything else you want photography/video wise. I insured my regulator and BC I think and then 4 camera setups and a complete video setup. I was more concerned with theft/lost luggage more so than flooding, so I had everything insured for theft which is a reasonable premium.
For the flood part, I just insured my Nikon camera bodies and Sony VX200 for video. All my SEA&SEA Strobes (8), housings(4), ports(4) Gates video housing, strobe arms, synch cords, etc, I left off the flood premium. At the time where I was living (Palau), and if I had an issue, it was easier to fix the stuff in the field, and as people posted earlier some things like strobe arms and extension rings really don't merit any type of flood insurance anyway. Theft on a dive vacation to other parts of the world spooked me more than a flood. Try calculating the premium with full theft and flood and then do one full theft and flood insurance for your most delicate pieces of electronics and look at the difference. If you don't mind the difference (which can sometimes be in the hundreds of dollars) insure it all.
In any case DEPP is great, and while I have never had a problem I have witnessed first hand how they take care of people who file claims. They do a nice job and I think they insure world wide as well. Unless DAN has recently changed their policy, I believe they only offer the flood insurance to US based divers, but I could definately be wrong. Anyway, I hope this helps you.
