Nice easy one:
Jim Church's book is the bible. No UW photog of any caliber should be without it. Often it travels with me!
Jackson's is an advanced book. Webster's is ok, but not as good as Jim's.
The other one you may also want to look at is Norbert Wu's "How to photograph underwater"
You will also want John Shaw's "Field Guide to Nature Photography"

Grasshopper - (When your eyes are like mine), sorry could'nt resist punchline to that old joke.
Mark Websters book is also VERY good. His pictures are fantastic (in all climates) and explains his settings and methodology for every pic shown and is well worth buying. It is geared up to film though rather than digital, although there is a lot of common ground to learn from.
