What is the best place to see a colorful stoney coral dominated reef and maybe also get to see some interesting new birds?
The budget is 3K tops no more. That is for everything.
Oh and I would be snorkeling.

Is that US$3k? Does that include flights from where you are? If so, where are you?
If you are only snorkeling, I would recommend going to a coral cay. You can stay on the island and snorkeling will be straight off the shore.
In Australia there are places like Heron and Lady Elliot Islands and if you go in the late spring and summer (November - February), you will get a lot of nesting birds and also nesting or hatching turtles.
