Prefer the Landscape version, in the portrait version the diver looks a bit distorted and I find the bubbles a bit distracting.
I do like the negative space in the landscape.
All very subjective though! and I have difficulty in picking winners from my shots, the ones I like no one else seems to.
Probably best to go for the Portrait version then.....

I like the landscape version too. Although it would be improved if the diver was a little lower in the frame against the light blue background and therefore better separated.

As Paul said there are too many bubbles in the portrait one. A few bubbles would be OK.
But I prefer the impression of depth in the portrait one, I find it more interesting as a composition.
Interestingly, I think a more square crop of the portrait pic would work well; without so many bubbles.

I have to vote for the landscape.
To me the portrait actually seems like the water column is horizontal. I think it's a combination of the closeness of the diver and the few bubbles in the foreground that go vertical through the shot. The bubbles in the background are only a problem because they block out a few of the faces of the tank.
I also think the distance to the diver in the landscape helps convey the depth of the tank better. I agree with Alex that if the diver was just a touch lower would it bring them out better, but that might counter the depth perception.

Not too belabour the point too much, but a shot that is right between the two would seem to be ideal. I just like the way the geometry of the top of the pool looks more dramatic in the portrait pic.
