You will need a strobe that can ignore the preflash on the 4040 and fire as an optical slave. These include:
Ikelite DS125 and DS50
Sea and Sea YS90DX and YS25DX
Inon (can't remember number)
The strobe will "see" the small on-camera flash fire and will fire at the same time. This can be accomplished by using a fiber optic cable, or the Ikelite sensor.

James Wiseman
Ikelite DS125 and DS50Sea and Sea YS90DX and YS25DX
Inon (can't remember number)
And there also the Epoque ES-150 DS
Check this board, there are a lot of discussions about witch strobe to buy from various points of views (cost, effective... )

Up until just recently I was using a PT005s and a Olympus 2040 with an Ikelite DS125 and the ttl slave plus the olympus tray and arms. I was very happy with the results (please see below, not amazing but then they were taken by me) and also I was informed by the salesperson that should I want to progress onto a more serious SLR housing the DS125 would work with that setup as well. So that would be my recommendation, I did considered the DS50 but was concerned it would not be able to fully light the frame when using my epoque wideangle lenses.

Several divers were using the Sea and Sea 25 with an optical fiber cable and Sea and Sea base plate and arm system. Quite compact and seemed to work well for closeups. They were using several different of those small plastic housings for the various compact digital cameras.
