I am not an expert, but did just come back from a 10 day trip from Aug 17-27 on the Aggressor. I believe June to Oct is considered the best time to see whale sharks. We saw 13 during our trip. Not sure when and if things will change, but diving at Wolf and Darwin is only done by certain liveaboard boats. To my knowledge, tha Aggressors, Peter Hughes and Deep Blue are the only boats going to Wolf and Darwin which are considered the best places for diving in the Galapagos.

My wife aand I went with Aggressor, which was very good. I have also heard good things regarding Peter Hughes.
We staye a few days on Santa Cruz at a small inn at Puerto Ayora. The local diving was good and the exploring we did on the Island was wonderful. The local diving was good, but if you don't get out to Wolf and Darwin, you will really miss the best of the Galapagos. We saw a few whale sharks in Dec, but it's towards the end of the season.
Here's a few pics if interested:
Take care,
John

I just did the Peter Hughes Sky Dancer in July. If you are diving the Galapagos you need to dive Wolf and Darwin Islands, this are where the action is. Other then the Sky Dancer, the two Aggressor boats have permant permits to dive these sites. Temporary permits may be given to some other boats like the Blue Horizon. But check before you sign up to make sure your boat goes to Wolf and Darwin, the southern sites don't have whale sharks, schools of hammerheads or eagle rays. December is not whale shark season and I would suggest if you could dive the Galapagos July or August during the peak whale shark season.
After the Galapagos we went to Peru and visited Machu Picchu. The whole trip was outstanding.
