Just an FYI since we're not sure if this is just an Idul Fitri festive season special or a permanent thing. The customs port guy at Sorong charged each of the passengers Rp100,000 "clearance and passenger tax". They were also checking visas and passports so photo copies without the visa/kitas/stamp date of entry will not be accepted (but of course you can pay a fine 
)
I'm not sure how permanent this is but it was Idul Fitri so it could be just a temporary thing. AFAIK, there is no mandate from Jakarta, but since Jakarta can't even standardize the spelling of the number "4" for the area, I doubt they'd know what is going on.
Rp 100,000 isn't much but if it delays port clearance, then it's just a minor annoyance. Don't spend all your rupiah on the village tours and pearl farms
