for sure would not want to touch a adult, hate being shocked:)
I didn't touch this fellow, but was wondering if they are like snakes, meaning that they can generate a shock when still juvenile and will that shock be of the same strength a adult will generate.
I found this one on the Atlantic side here in Cape Town, but have seen adults both on the Atlantic and in False Bay.

No -- the amount of shock that the animal can generate is size-dependent. There are specialized muscles that act as batteries. The total amount of electrical energy that can be delivered is dependent on the amount of this muscle present.
This little cutie can probably cause a zap, but it'll be a AAA cell as compared to a car battery for an adult.

Thanks for the info Dan!
Looks like it is almost a new born
