Does anyone know a reliable American or European operator or agent for dive charters in Lake Baikal?

Are you looking for an english speaking operator or an actual citizen of the US or EU to run the tour? When I was in Irkutsk, there was a russian handler and agent who spoke excellent english. They handle production crews and stuff though. This was a dog year ago though, actually more. I didn't organize it but I have the agent's contacts somewhere.
We were there for the seals who were very shy. Fishermen will know where they are.
