Dogfish - Parasites, Lice?

I noticed some white specks, like grains of rice, on a dogfish today. Might these be parasites or lice or something? Hopefully, I have attached a photo plus a crop of the specks.

Don't look like lice or parasites to me. But interested in reading what others think.

Hard to be very confident with the closeup so blurry. But if I must, I'll cast my vote for sand/pebbles/dirt. I see lots of similar looking white specs in the background.
