Well I have successfully shot with my D70 at 1/8000 and F16 using a SB80DX on M full and the "tape over the rear contacts" trick.
Pity I can't look at the photos on my computer because I don't have the D70 driver. I don't particularly want to load "PictureProject" as i already have enough proprietary imaging software cluttering my machine.
Any ideas?
I used another machine and a USB hub:
D70 at 200ASA
60mm Micro Nikkor plus 2x teleconverter
manual focus
SB80DX set on M full
f16, 1/8000
Lovely.
Now to get a carton of eggs and start dropping them
The driver is possibly in the Nikon software. Try installing it to see? Try it with your other programs too.
Page 171 of the manual says "* Pictures can be transferred using software provided with camera"

Two possibilities...
First, make sure the camera is in Mass Storage mode (Setup Menu -> USB -> Mass Storage).
If that's already set, do you have the most recent USB drivers for Win98? USB wasn't fully supported by 98 and I believe a patch was later released by Microsoft to address it.

Genius!
OF COURSE Nikon would make their stupid proprietary USB mode the default rather than mass transfer.
