What is this thing?!

I recently bought a lot off ebay. The buyer threw in a lot of cool things extra and this is one of the freebies. I have NO idea what it is. I know he mentioned something about ttl (it's all for an aquatica housing) so does this chip maybe enable ttl on an aquatica housing?

Thanks in advance,

Jim
