Looking to pickup a TTL Strobe (S&S YS-03 for example). Will be used for snorkeling in ~15' water and shallower. As I understand it, that particular strobe is TTL only. With the TG-6 in Av mode, am I just setting the flash to Auto or Fill in?

The TG-6 can also do manual flash with the onboard allowing you to fairly easily use manual on your external strobe, so I would suggest you consider getting a strobe that can also do manual exposure. The INON S-2000 is around the same price as a YS-03 and is probably a better option as it can do both manual and TTL flash. TTL can be a little hot and miss with wide angle photography, though it often works well for macro shots.
As for flash mode the recommended mode is fill-in or if you are shooting manual strobe, 1/64 manual.
