This is a twospot wrasse (Oxycheilinus bimaculatus). Common on sand and muck environments. It is quite common in that environment but colouration can be variable. This looks like a nice boldly coloured male.

Do you find this diamond shaped tail to be distinctive? In my (limited) experience, it is one feature that stands out to me amongst the wrasses. The yellow base of the pectoral fin can be harder to spot. -
Yes the diamond shaped tail is quite recognizable for males, often with a filament on top. A more consistent feature is the yellowish/green spot right behind the eye. There is also often, but not always, a dark/blueish+red spot at the start of the dorsal fin that helps. In your image it is obscured by its very bold colouration. Colours range from pale, to reddish and yellowish/green in seagrass. I have attached some pictures from Dauin for reference.
