Airlines/Airports with strict hand/cabin luggage rules

Out of curiosity, I checked and it is a Philippines airport prohibition, not airline.   When I booked flights on a U.S. carrier, they said nothing about it, but when using Philippine air, they did, so it seemed like an airline restriction, though one difficult to enforce.  But I do see that it is the airport.  I suppose if one is connecting through and never leaves the secure area, , no one would ever know.

we fly in and out of Bonaire every 2 months.  Never had a carry on checked for size/dimensions, nor weight.  This is on AA, Delta, United.  most of our flights are on AA, tho
