Help: AI Photo Upscaler Needed ASAP

I have been asked for a high-resolution photo (300 dpi) for a poster for one of my videos. I only have a photo extracted from a frame at 72 dpi. I tried with an old version of Photoshop but the result is not great. Is there any kind soul who has AI upscaling software and can convert a jpg for me?

Yes it's 3840x1920 but they didn't like it and while I have a collection of NLE software and even a video upscaler, I have a vintage Photoshop 3.

I can try it in Topaz if you like - not sure how it will come out but happy to give it a go!
